L.) 104-120, the Housing Opportunity Program Extension Act of 1996, requires law enforcement agencies to 'upon request, provide information to public housing agencies regarding the criminal conviction records of adult applicants for, or tenants of, public housing for the purposes of applicant screening, lease enforcement, and eviction.' LEIN/NCIC inquiries must be made using a new purpose code of H (52:H), with the ORI assigned in LEIN/NCIC for the local Public Housing Agency (PHA).

If a PHA requests LEIN information and does not have an ORI assigned, deny the request and inform PHA to submit a written request for an ORI to the below address with a copy of their request to their regional HUD office: Michigan Department of State Police, Criminal Justice Information Center, LEIN Field Services, P.O.
